卷烟材料是卷烟产品不可缺少的主要组成部分。卷烟材料标准是为了提高和保证卷烟材料产品质量而制定的,没有标准就谈 不上质量。卷烟材料标准体系是烟草行业标准总体系的组成部分,是将一定范围内的标准,按其内在联系形成的科学的有机整体。 本文对我国烟草行业标准化及卷烟材料的发展进程作了简要地回顾,客观地分析了烟草行业标准化及卷烟材料标准实施所取得的 成绩和存在的不足,提出了建立卷烟材料标准体系的必要性和应遵循的基本原则,探讨了建立卷烟材料标准体系的框架结构。

Cigarette material is the indispensable component in cigarette products. The standard of cigarette material is made to improve and ensure the quality of cigarette material as there would be no quality without standard. The standard system of cigarette material is the component of whole cigarette industry standards and is a scientific organic integer formed within certain scope according to their internal relationship. A brief review of the standardization of cigarette industry and the development of cigarette material in China was made. Achievement and problems of the standardization of cigarette industry and standard of cigarette material were analyzed objectively. The necessity of establishing standard system of cigarette material and the basic principle were proposed and the frame of establishing standard system of cigarette material was also discussed.
