摘要
政府规模的增长已成为当今世界各国行政发展的普遍趋势,如何界定合理的政府规模已成为行政改革的重要内容。从政府和市场两个方面来探讨政府规模扩张的原因,并根据二者之间的关系对政府适度规模进行研究,从量的角度建构我国合理政府规模的尺度,进而提出我国政府规模优化的对策,以此作为我国行政机构的改革选择和基本切入点。
The growth of governmental scale has been a prevalent trend of current administration in many countries. How to define reasonable governmental scale has became an important part of government administration reform. This paper discusses the reasons of governmental scale growth in both government and market aspects. Based on their mutual relationship, it studies government scale optimization from quantitative angel and put forward measures of government scale optimization in China, which can be the choice for government organization reform.
