Culture plays an important part in the development of hi-tech industrial area. A n d culture of the area carries double meanings: a special community culture and a kind of management theory. The culture falls into three levels, i.e., values, s ystem, and implement, which influence and condition each other, forming an order ed structure from the outside to the inside.
