摘要
邮政普遍服务是国际公认的准则。随着市场环境的变化 ,原来普遍服务赖以存在的“交叉补贴”格局逐渐消失。本文着重分析了在新的市场环境下建立市场化的邮政普遍服务机制的重要性 ,以及必须处理好普遍服务与专营、城市化、自身商业利益、企业负担等方面的关系。
Universal postal service is generally recognized as an international standard. With the development of market, the reliance of universal postal service on “cross complementarity ” is disappearing gradually. The article analyzes the importance of constructing the marketlization of universal postal service system under new circumstances and relations to be handled with special marketing, citification ,its own business interest and burden of enterprises.
