随着知识经济的出现,农村经济的快速发展,资金、物质等传统影响经济增长的要素作用开始下降,人力资本上升为经济发展的主导动因,农村迫切需要高素质的劳动力。但当前农村劳动者文化素质普遍较低、生产力低下,人力资本的匮乏,开发人力资本的机制不合理等因素,严重影响了农村经济持续稳定的快速发展。因此加大农村人力资本的投资,建立合理的投资机制将对促进农村经济以及整个国民经济的发展起着重要的作用。

With the coming of knowledge economy and rapid development of rur al economy,the function of traditional factors such as capit al is decreasing.At the same time,hu man capital becomes an active force.The country needs hi gh-qualified labors.However the la bor' s quality is low in common,so is the pr oductivity.The mechanism of exploiting human capi tal is irrational,which seri ously influences the sustainable,stable and rapid developme nt of rural economy .As a result,enhancing the human capita l investment in rural areas and found ing reasonable invest-ment mechanism will promote rural economy,as well as nat ional economy.
