矿管工作的困惑与出路

The Perplexity and a Way Out of the Present Management of Mineral Resources

目前,湖南存在矿业秩序混乱;矿管机构急需理顺;矿管经费难以解决等问题。为了巩固矿管机构,使矿管工作能够顺利开展。本文提出:①《矿产资源法》宣传要落实,维护法律的权威性:②加强矿管机构建设,提高社会地位;③搞好科技咨询服务,扩大影响;①征收矿产资源补偿费,解决矿管经费难等项措施,以保证各级矿管机构履行矿产资源的行政管理职能。

Presently there exist many problems in the management of mineral resources in Hunan: chaotic or-der of mining, urgent ueed a complete, systematic and efficient organization all over our province; extreme lack of sufficient fund to continue the work, etc. These problems have greatly obstructed the management to develop smoothly. To solve the troubles and quarantee all level organizations to carry out the administrative function of the management of mineral resources, author, in this papcr, proposes several measures that should be taken in the near future. They are: 1) seriously popularizing“The Law of Mineral Resources”; 2) enhancing the construction of the organization of the management of mineral resources and raising its social status; 3) offering service of scien-tific and technique consultant in order to enlarge the influence of the management of mineral resources; 4) impos-ing the complement fees of mineral resources for the sake of settling the difficulty of the fund in the management work.
