摘要
土地平均承包难以使资源形成合理组合,有碍于扩大经营规模,也模糊了产权观念.克服其局限性的有效措施就是实行两田制,把土地分成两部分,一部分为口粮田,人人有份;一部分为商品田,原则上能者承包.但是,两田制的具体形式,要视人们的认识水平和各地经济条件的差异而灵活多样,由低到高逐渐发展.
