摘要
分析了影响监理制度贯彻实行的因素，指出只有摆正业主、监理和承包商三者的关系，实行责任追究制度，才能保证建设市场规范、健康发展。
In this paper the factors influencing supervision work are discussed from owner, supervisor, contractor and other aspects. The author points out that responsibility system can promote the health development of enterprises.
