在成本费用法的基础上,结合线损计算和可靠性评估,建立了在投产贷款期进行年费用分析的经济分析方法。该分析方法计算成本时,综合考虑了工程建设周期、融资方式、因折旧方式和所得税率不同而产生的国家政策倾向的影响;计算工程改造的效益时,综合考虑线损电量和停电损失,使可靠性经济评估更符合生产实际,并以齐齐哈尔电网实际改造方案为例计算了经济效益情况。

This paper proposes an evaluation method covering both line loss reduction and reliability. The method considers the effect of national policy that will be affected by income tax, finance mode and the cycle of developing project. And the evaluation fits well with the fact since the reduction of line loss and load interruption are included in the total profit.The example that the economic evaluation on Qiqihar distribution system is given.
