生态环境保护中的博弈行为分析与优化措施——以宁夏西海固地区为例

Analysis of Game Behaviors and Countermeasures in Process of Eco-Environment Protection——A Case Study of Xiji-Haiyuan-Guyuan Region in Ningxia

根据博弈论分析框架,以宁夏西海固地区为例,详细分析了各经济利益主体在生态环境保护中的不同利益 动机及其博弈行为.研究结果表明,由于各博弈主体之间的利益矛盾冲突和对待公共产品(生态环境)的非合作博 弈,导致了目前生态保护与重建低效的局部性“窘境”.据此,提出了致力于建立符合各博弈主体经济利益为目的的 协同合作机制,以真正实现生态环境保护与经济发展的“双赢”.

Eco-problem is the main obstacle that restricts sustainable development of regional economy in undeveloped areas. Based on the game theory, different behavior of every economic part is analysed in the process of eco-protection and reconstruction in Xiji-Haiyuan-Guyuan region of Ningxia. The paper points out that the reason of the inefficiency of the eco-protection and reconstruction is the dilemma, short-term behavior and interest conflict among economic interest parts. Furthermore, in order to realize really the win-win of eco-construction and economic development, harmony mechanism should be established to accord with every economic interest part.
