电子现金不同发展阶段货币管理当局的应对策略

The Strategy of Central Banks during Different Development Stages of Electronic Cash

电子现金的出现引起了国际金融机构和各国中央银行的高度关注。现阶段,美联储与欧洲中央银行采取了明显不同的应对策略,虽然美联储主张采取“等等看”的态度,然而欧洲中央银行则主张管制电子现金的发行,那么对电子现金的管制是否合理?笔者认为不能一概而论,货币管理当局应针对电子现金不同发展阶段对货币管理当局影响程度的不同采取不同的应对策略。

Electronic cash has been attracting much attention since its birth. In terms of the strategy of central banks, currently there are obvious differences between Federal Reserve System of USA and European Central Bank. Although Federal Reserve System of USA decided to wait and see, European Central Bank insisted that the regulation should be implemented. Should the issue of electronic cash be regulated? In my opinion, it depends. I think that different strategies should be taken during the different development stages of electronic cash.
