福康安整顿广西中越边贸述论

The Rectification of the Trade between Viet Nam and China in Guangxi by Fukang'an

在清代,福康安不仅是一位著名的战将,而且还是一位极具政治才能的历史人物。乾隆五十四年,福康安任两广总督,筹办安南事宜,福康安拟定了"广西中越边贸管理十六条"。此条例继承了清政府此前管理广西中越边贸的合理成分,并在广泛调查研究的基础上,制定了合乎时宜的新办法,可谓详细周密。它使清代广西中越边贸的管理措施更加完善,把清代广西中越边贸管理的水平推向了一个新的阶段。

Fukang'an was not only a famous general, but also an excellent statesman in the history of the Qing dynasty. In the 54th year of Qanlong, Fukang'an become the governor of Guangdong and Guangxi, and made arrangements for Viet Nam's affairs. He draw up 'the 16 manageable clauses for the border trade between Viet Nam and China in Guangxi', These clauses succeeded some reasonable measures which be used to manage the trade ago by the Qing government, and mapped out some up-to-date measures which based on widely investigation, so the scheme was very detailed. It made the manageable measures for the border trade between Viet Nam and China more perfect, and promoted the manageable level for the trade between Viet Nam and China to a new stage.
