Evolving Trend of Economic Function of Government: A Theoretical Analysis

研究政府经济职能的演变趋势具有重要的理论意义和现实意义。政府经济职能是由社会对政府在经济运行中的职责和功能的需求与政府经济职能的供给(政府能力)所共同决定的;社会对政府经济职能的需求和政府经济职能的供给是由社会生产力、经济制度、政治制度、社会主流意识这四个方面的基本因素所决定的;政府经济职能的基本的长期的演变趋势是由社会生产力的发展所决定的,但经济制度、政治制度和社会主流意识的相对独立性也带来了政府经济职能的演变的复杂性。本文根据决定政府经济职能的需求和政府经济职能的供给的基本因素,分析了政府经济职能演变的特点和当代政府经济职能选择面临的困境及其应该做出的选择。

It is of great theoretical and practical significance to study the evolving trend of government function. The economic function of government is determined by demands for duties and function as well as the supplying power. The demands for government economic function and the supply of government economic function are determined by the four key elements such as social productive power economic institution political institution and social main sense. The developing trend of government economic function in a long term is determined by the development of social productive power. However, the economic institution social institution and the independence of social main sense also bring about the complexity. By analyzing the basic elements determining the demands and supply of government economic function this paper examines the characteristics of developing trend of government predicament and its way out.
