由于对循环经济缺乏足够认识 ,现行经济运行体系中缺少按物质流向构造的循环链 ,制度基础中又少有促进循环经济发展的激励、约束机制 ,造成我国循环经济建设还更多地停留在超前性理念层次上。在统一认识的基础上 ,实现体系和制度创新 ,是全面推动循环经济建设 。

As lacking enough understand the significance eof the circular use of the resources, we still have not setup circular chains for the material substance flowing in the economic system. And there are also no enough incentives and restrain mechanism in the economic institutes. So we are still talk more future minded ideas instead of uptting these ideas into the practice of circular economy building. To practice the circular economy, recreate the economic system and institutes will be the key points for the promoting circular economy and making it as the normal economic growth mode.
