东北老工业基地是新中国工业的摇篮,曾在我国建成独立完整的工业体系和国民经济体系过程中,以及在国家改革开放和现代化建设过程中做出了巨大的贡献。在整个老工业基地中,东北地区具有突出的重要地位。但由于长期受计划经济体制的影响,东北地区的国有企业改革和国有经济调整相对滞后,长期积累的各种深层矛盾进一步显现。要使东北经济走出困境,重现活力,我们必须把东北老工业基地经济结构调整和制度创新结合起来,全面提升东北经济发展的质量。

North-east old industry base is the cardle of Chinese industry.It has contributed greatly in building independent industry system,opening to the outside world and modernization construct.Because it has effected by planed economy system for a long time,state-owned enterprise and economy's reform and adjustment have fallen behind.In order to reinvigorate the economy,we must combine economic structure adjustment with institution innovation,improve the quality of North-east economy's develop.
