略论我国地方政府债务风险及防范

About the Debt Risks and their Prevention of Local Governments in our Country

中国各级地方政府均有数量不等的债务存在,且债务数额呈上升趋势,地方债务风险已经成为威胁我国经济安全与社会稳定的重要因素。要防范地方债务风险,必须理顺政府与市场以及政府之间的关系,建立国家债务监测体系,对地方政府债务实行归口管理,完善政府间的财政转移支付制度,编制财政风险预算,建立财政风险基金,树立科学的发展观和政绩观,明确地方政府债务相关责任人的责任。

The local governments in our country have different quantities of debts and the quantity is increasing local debt risks have become a factor which threatens our security and progress.To prevent the risks,we must smooth the relationship between government and market,establish supervising system and relative management,perfect financial transferring payment system,make up financial risk budget,set up financial risk funds,form scientific development and achievement conception,make sure the responsibility of related people.
