东汉的君主有仿效古代听百姓的歌谣而知施政及地方官吏得失之意,此举要收正面效果,必须使民能自由发表意见,以及君主不受干扰,确以民意为鉴,舍此徒具虚名而已。东汉之事例可为证。

The emperors of Eastern Han Dynasty inclined to imitate the ancient policy to find out the success or failure of administration of local government officials from the folk songs. To achieve the positive result, it must enable the people to express their opinions freely, to ensure that the emperors examine the peoples opinions truly without the interference of negative factors. It will be in vain without such premises. “ Report the Folk Songs” in Eastern Han Dynasty proved to be a failure.
