So, to attack Piracy must combine with the situation of our country, and obey the principle of economic efficiency. The author put forward a scheme of compensated tax in which Pirating is legalized and property rights of owners will be compensated by imposing compensated tax. The compensated tax scheme is a scheme that makes producers, consumers and pirates all improve.
