Strengthened enterprise management and lower material consumption were the enterprise managing main contents and means. It must permete every territory and every link. This paper explained on strengthened quota management and perfact original record, lower material consumption, budget management, analysing material consumption, established perfact cash budget management system, carryed out lower cost plan, improving technical and progress, lower material consumption.
