通信产业对国民经济和人民群众的生产、生活正发挥着越来越重要的作用,这一点是有目共睹的.然而随着电信改革以及市场经济的不断发展,我们已经可以看出整个行业对依法经营、依法管制的需求日益增强.回顾我国电信立法也可以发现,早在1980年起草出台<电信法>就被提上立法日程.然而由于产业发展不成熟、缺乏必要市场环境、管制实践存在欠缺等诸多因素,使得电信立法一直没有实质性突破.
With the submission of the draft of'Telecommunication Act'to the State Council becoming nearer and nearer,more and more attention is paid to it.It is known to us that after the separation of the government administration from enterprises operation,the Ministry of Information Industry turns to pay special attention to the planning,policies,laws and regulations,and take control of the market by legal,administrative and economic leverage.Also the'Regulation of the People's Republic of China on Telecommunications'now appears to lag behind the telecom market and industry development.All those make it a must that the drafting of 'Telecommunications Act' will be sped up,which is also proven now.In view of the important influence of'Telecommunications Act'to telecom industry of China,in this issue'New Telecom Salon'focuses on'Telecommunication Act'.
