介绍了中国石油西北销售公司自2000年推行HSE管理体系以来,全员参与,以危害辩识、风险评价为基础,全面制定风险控制和削减措施,认真执行,严格管理等从本质上贯彻"安全第一,预防为主"的安全生产方针,实现了从结果管理、事故管理、目标管理和安全制度管理转变到过程管理、基础管理和安全文化管理的收获和体会。
HSE practice of SINOPEC Northwest Sales Company is introduced. HSE management re-flects the safe production policy of safety first, pre-vention first. Based on peril identification and risk appraisal, management is transferred from result management to course management, from accident management to hidden peril management, from target management to base management, from se-curity regulations to security culture.
