摘要
阐述了建立成品油管道应急与救援体系的重要性,并举例论证成品油管道的应急和救援应该是一种社会力量的总动员,企业与政府既应相互配合,也应有分工,才能保证体系的正常运转。根据兰成渝输油管道的特点,提出了应急和救援的控制要点和工作重点。
A discussion is made on the importance of establishing an emergency and rescue system for processed oil pipeline accidents. It is demonstrated with examples that emergency and rescue for processed oil pipeline accidents should be a general mobilization of social forces and that normal operation of this system can only be guaranteed with both close cooperation and labor division between government agencies and enterprises. Finally, main points for the work of emergency and rescue are proposed in view of the characteristics of the Lan-Cheng-Yu Oil Pipeline.
