Software is ubiquitous. Indirect social and economic benefits it bringsare much greater than its production value. It has been 20 yearssince the establishment of China Software Industry Association, amarker of Chinese software industry. From the binary code program,to PC desktop application, C/S application and B/S applicationbased on the Internet technology, China experienced a lot whenfinding its way to informationalization. Today, as a rising industry,software industry has gained lots of support from the government.However, the software industry is not fully developed and is shortof software experts. Therefore, it is necessary for us to find a healthyway of development for the software industry.
