International Governmental Organization and Global Governance

冷战结束以后 ,随着全球化的兴起 ,环境、人口、恐怖主义、毒品交易、疾病传播等原本属于“低级政治”领域的内容 ,日渐成为影响世界和平与发展的重要因素。以民族国家为“单元”的治理在这些日益严重的全球问题面前遇到了前所未有的挑战 ,借助国际政府组织等在全球范围进行超越国界的全球治理就成为必然。但有效的全球治理需要国际组织在克服民主赤字 ,加强与其他行为体的合作 ,同时 ,还要谨防一些大国借助全球治理理论 ,侵犯别国主权 。

In the post-cold war era,the rise of such issues as globalization, environment, population, terrorism, dealing of drugs, propagation of disease, which once belonges to “low politics”, has been turning into a vital element influencing the peace and development of the world. Facing the worsening global issues, governance inner the nation-state has run into crisis and global governance by international governmental organization is in great need. But effective global governance not only depends on overcoming democratic deficit but also heightening co-operation with other actors, and furthermore, we should beware of some super powers' trenching of other nations' sovereignty and interfering other nations' internal affairs.
