Influence and Significance of E-Communication between Citizens and Local Government

国外学术界关于因特网在中国政治生活中的作用的探讨大多集中在政府逐步放宽对信息流通控制的前景。而今,中国地方政府“市长信箱”的出现为政治体制改革注入了新的活力。“市长信箱”提供了市民与政府接触的途径和方式,把传统的“全能政府”、“无限政府”改造成“负责任的”、“高效率的”,最终是“服务型”的政府。“市长信箱”应长期坚持下去,并加以完善。

Overseas academia often focuses their study of Internets role in Chinese political life on the prospect that the government will gradually relax the control of information circulation. Nowadays, Chinese local governments “mayors mailbox” has put something new into political restructuring. The online “mayors mailbox” has expanded ways of communication between citizens and the government and has transformed traditional “omnipotent” and “unlimited” government into “responsible”, “highly efficient” and finally “service” one. This should be persistent and gradually improved.
