现行文件的利用和开放是政务信息公开最重要的内容,是我国信息化建设的重要组成部分。从全球信息化的大背景出发,着重探讨了现行文件利用和开放国内外研究现状、我国现行文件利用和开放现状及主要障碍、现行文件利用和开放涉及的基本理论、原则和方法。目的是进一步推进和完善我国现行文件利用和开放的理论与实践,并为我国政务信息公开制度的建立提供策略支持。

The utilization and access of current documents are the most important contents of opening our governments information, and they are also a necessary part of information building. The thesis mainly discusses the utilization, access and basic theory of current documents from the background of global information trend, the aim is to advance and improve the theory and the practice of utilization and access of current documents, and supply the tactic support for the system of information opening.
