Diversity of IP Phone Challenges Current Regulatory Framework in China

随着电信技术标准、业务市场和设备市场的不断发展,IP电话的内涵和外延都在发生变化,很多新出现的业务都很难与“分类目录”中对IP电话业务的定义相吻合。如何界定这些业务,如何对这些业务进行管制/管理,都是我国现有管制体系所必须面临的挑战。分析了在市场上已经出现的和潜在的各种业务表现形式对现有管制体系可能造成的冲击,对管制政策的制定提出了建议。

As the development of technology and market, concept and application of IP phone changed a lot. Some new services is not consistent with the service types defined in current regulatory rule. It brought new challenges to regulator. This thesis analyzed effect of existing and potential service modes on current regulatory framework and presented some advice.
