摘要 近来我国一年建成的房屋建筑面积,比所有发达国家一年建成的房屋建筑面积的总和还要多,但既有城乡建筑中99%为高耗能建筑,新建成的房屋95%以上还是高能耗建筑。由于空调的快速发展,夏季高峰用电问题愈益严重。开展建筑节能,从源头抓起,是最经济有效的办法。跨越式发展建筑节能的目标,应是到2020年做到单位建筑面积能耗降低到现在的1/2~1/3,为此,要从立法、标准、管理等方面采取坚决有效的措施,抓紧既有建筑节能改造与供热体制改革工作,发展建筑节能产业。 The number of China抯 housing floor area recently constructed in one year is more than the sumof all developed countries?. But 99% of urban and rural buildings is high energy consumption buildings, morethan 95% of recently constructed buildings is still high energy consumption buildings. As the rapid developmentof air-conditioning, the problem of summit power consumption in summer is more serious. Propelling buildingenergy conservation from the sources is most economical and effective method. The objective of span devel-opment of building energy conservation should be that the energy consumption of average floor area per unitshould be reduced 1/2~2/3 upto 2020. So firm and effective measures in legislation, standard and managementshould be adopted, such as existing building energy conservation reform, heat supply system reform anddevelopment of building energy conservation industry.
