兼顾经济协调发展和电网安全的区域共同市场 被引量:26

REGIONAL LAYERED ELECTRICITY MARKET CONSIDERING ECONOMICAL COORDINATION AND POWER GRID SECURITY

摘要 区域电力市场的建设应贯彻区域经济协调发展的科学发展观。在打破省(含自治区、直辖市,下同)间壁垒和促进电力资源在区域范围内优化配置的同时,应慎重考虑3个重要问题:一是上网电价的上扬会带动销售电价上涨,还可能使经济欠发达省在电力紧缺时期买不到电;二是若完全摒弃省级交易,可能导致市场交易效率降低,使得安全校核和调度过于复杂化;三是应如何处理电网调度与市场交易之间的关系。为此,提出了基于差价合约和不同省市场开放程度有差异的上网电价风险规避方法,避免经济欠发达省在区域市场上买不到电的尴尬局面;提出资源优化配置应抓大放小和“统一市场、两级交易”的区域共同市场新思路;分析了电网调度和市场交易内在联系,提出了处理电网调度与市场交易之间关系的协调方式。 Scientific view of regional coordinating economical development should be insisted in construction of regional electricity market. Accompanying the breakage of provincial bulwark as well as optimized allocation of regional electrical assets, three important issues should be resolved simultaneous. One is that the consumer price would rise due to the uplift of generation price, which will also make the undeveloped province difficult to purchase power during period of power shortage. Another is that the entire abrogation of provincial trade will reduce the market efficiency and induce complicated dispatch and security check as well as power system security problems. The third is the handling of relationship between network dispatch and market transaction. Ameliorated contract for differences(CFDs) with discriminating provincial open degree are suggested to apply for hedging the risks of price uplift as well as improving the electricity purchasing ability of those underdeveloped provinces. The new mode of regional layered electricity market with principle of 'controlling the majority of optimal assets allocation, constructing uniform market with layered transaction' is proposed. Likewise, inside relation between market transaction and network dispatch is analyzed and proper coordinated mode is introduced.
