摘要尽快建立一个能覆盖全民、确保人民群众基本生命安全为水准的、高效公平的医疗卫生服务保障系统。这个系统的基础是建立医疗社会保险体系和医疗商业保险体系,同时形成一个高效运行的医疗服务体系。
