决定西部大开发成败的决定性因素是人力资源的开发。应确立以人为本的西部人力资源开发理念;制定切实可行的西部人力资源开发战略;建立新型的西部人力资源开发管理模式;实现人才资源的市场化配置;建立西部有利于人力资源开发的制度环境;打通从人力资源开发向人力资本积累的途径;确立教育在人力资源开发中的基础性地位;充分发挥西部现有人才存量的潜能;消除西部制约人力资源开发的瓶颈;构建科学的西部人力资源结构体系。
A decisive element about the success or failure of the western area development is the human resources exploitation. We should confirm the idea of western human resources exploitation based on the human-oriented policy; formula the feasible strategies of the western human resources exploitation and establish the new management patterns of western human resources exploitation; try to make the marketing disposition of the human resources, set up the environment which does good to the western human resources exploitation, and open up the ways to the capital accumulation of the western human resources exploitation; make sure the elementary role of education in human resources exploitation; dig up the potentials of western human resources capacity; fill in the gaps which restrict the western human resources exploitation and construct the structure of the scientific human resources in western area.
