With the rapid development of China export , various kinds of trade frictions that is independent of duty came one after another. Our government faces new challenges. And certain departments have paid attention to the keeping away and answering the foreign technical barriers and trade barriers. How to adapt to the international situation changes has become a continuable development strategic task for Chinese industries. The main contents and aim of EU REACH were introduced in this paper.The possible effects of this system on our battery industry were analyzed too. And it was pointed out that it's necessary for China to establish industrial technical trade measures.
