建立校、院二级管理体制和运行机制是高校内部管理体制改革的重点与难点。校、院二级管理体制和运行机制有着不可缺少的基本构成,实施二级管理的关键是加强二级学院的建设;二级管理体制的构建需要有一定的步骤,在构建过程中应坚持三个原则,处理好四种关系。

For university-school administrating models, it is important to establish secondary management and operating systems, which are composed of some fundamental factors. The key to exercise the secondary management system is to strengthen the construction of the secondary schools, while certain steps should be taken in establishing the secondary management system. There are three principles should be withheld and four kinds of relationships be dealt well with during this establishment process.
