老工业基地调整改造中的社会保障体系建设

社会保障体系的建设与完善正在全国各地紧锣密鼓地展开着。而在东北老工业基地这一特定范畴内,它显得尤为紧迫。温家宝总理在长春市主持召开振兴东北老工业基地座谈会时,曾经指出:要积极搞好就业与社会保障体系建设,这是振兴东北老工业基地的重要保证。可见,东北老工业基地调整改造进程是否顺利,在一定程度上取决于地区社会保障体系的发展速度与完善程度。本文对老工业基地之一黑龙江省的社会保障体系发展现状及完善的必要性加以特定分析,从地区实际出发,探寻化解该省社会保障体系完善阻力的方法。

The work about constructing and completing social security system is actively carrying on all over the country that is more crucial to industrial base of northeast China. Permier Wen JiaBao said we must actively do well employment and social security system construction bacause it plays important role in ensuring our industrial base rejuvenating in control when he took charge of the conference about constructing old base in Chang Chun city. We can believe that it is in some degree decided by the rapidity of development and the grade of construction of this area's social security system whether reform could go ahead smoothly. This article especialyy analyses the necessity of amelioration and the condition of construction about social security system on reality of Heilongjiang Province. We are doing our best to find a solution of lowering resistance in innovation in order that we can make a better subsistence and reform condition for the base.
