Economic Analyses of Difficult Positioning of Governmental Function

一国政府正确定位和行使其职能,对本国经济发展至关重要。在实践中,定位政府职能是一件很困难的事情,转型时期的发展中国家尤其如此。目前人们对政府职能定位问题的认识有很多争议。政府职能定位的主要困难是:市场失灵的领域通常难以准确界定;政府行为的收益与成本有时难以准确比较;一些国家的具体国情也使得政府职能范围界定的困难加大。克服上述困难的关键是制度创新。

Proper positioning and exerting the function of government have an important role for the economic development of its country. In practice, it is hard to define the position of government, so does a developing country in transformation period. Currently people still have many disputes on this issue. The problems lie in less exact definition of market malfunction, hard comparison of income and cost of act of government, and increase of difficulty for defining the function by external conditions. The paper holds that the key is the innovation of system and mechanism.
