中国与俄罗斯的科技合作是两国经贸合作最具发展潜力的重要领域。由于两国科技发展水平不同,各自地区的经济、科技发展不平衡,彼此的科技需求也不完全一样,由此形成了需求互补。这种互补的客观性要求我们在对俄的科技合作中采取灵活多样、力求实效、稳步推进的策略。在具体合作形式上,应当不拘一格、方式各异,努力做到技术引进与输出相结合;科技合作与人才交流相结合;引进技术与培养人才相结合。

Sino-Russian scientific-technical cooperation is one of the most important and promising fields for their cooperation of business and economics. Due to their different level of development in science and technology, uneven development of their regional economy, and mutual demands for science and technology, it is essential to complete the demands complementation. In view of this situation, we should adopt flexible, practical and stable propulsive policy to the cooperation with Russia. In concrete forms of cooperation, we should combine technical introduction and output, scientific-technical cooperation and qualified personnel exchanges, acquisition of technology and qualified personnel fostering.
