The present carry-out of the the new curricula in elementary and secondary schools gives rise to a series of revolution in our elementary eduvcation,and the key to the revolution lies in school masters—decision makers in their inspiring the enthusiasm and intellegence of their broad teachers and students for the promotion of competence education.Through a study of the arrangement of elementary education,this article holds such a strategy of schoolmasters in carrying out the new curricula as to take students as the core in education,counting on teachers,with a support of their rendering meritorious service and making a distinguished career,so as to help students in their way of success and improve both teachers and students in an allround way in terms of their development.
