党的"十六大"提出,要在本世纪头20年,全面建设惠及十几亿人口的更高水平的小康社会。全面小康社会经济目标的核心是居民收入水平的全面提升,是一种比较均衡的小康,它只能建立在以人为本、充分就业的基础上。中国在经济体制改革和二元经济结构转换过程中,出现了严峻的就业压力。制定积极的就业政策,努力实现充分就业目标对促进我国经济社会和人的全面发展,促进全面小康社会的建设,具有重大意义。

All-round moderately well-off, a strategy set forth by the Party's 16th congress to benefit millions upon millions of Chinese people, is comparatively balanced comfortable-off, the main purpose of which is to upgrade people's income. So people must be taken as roots and their employment must be put into full consideration. In view of the great pressure on people's employment from the structural transformation of Chinese economic system, it is very important to work out the active policy and carry out the full employment so as to promote our economic development and build all-round moderately well-off society.
