Some Problems and Suggestions for Ecological Restoration System in Chinese Mining Area

分析了我国矿区生态恢复制度存在的问题 ,从恢复生态学的观点重新阐述了矿区复垦和生态恢复的概念、基本原则和主要内容 ;指出我国矿区复垦土地应从优先用于农业转变为恢复自然生态系统与农业并重 ,在管理上应从部门交叉管理、重复收费、政府组织复垦的模式转变为政府协调、监督下的企业自行恢复的抵押金制度。

By discussing problems existing in the ecological restoration system in Chinese mining area, the concept, basic principle as well as main content of revegetation and ecological restoration in mine area have been explained again from the viewpoint of ecology restoration. It is suggested that the land for revegetation in Chinese mining area should be restored to natural ecological system and used for agriculture at the same time, instead of only giving priority to being used for agriculture before. The management mode, in the past time, of being managed by different sectors, being charged repeatedly and organized by government for revegetation, should be changed to another kind of system in which enterprises will be required to undertake the restoration themselves under the cooperation and supervision of government by giving some deposit in advance.
