推进城市化引发的征地制度改革的思考

Consideration of reformation of land expropriation system caused by urbanization

随着城市化的推进,我国出现了大量的失地农民,增加了社会的不安定因素。同时,在征地过程中暴露出我国现行征地制度的种种弊端。通过分析我国现行的土地征用制度,从明确我国农村土地产权,制定合理的征地补偿标准,建立农村社会保障机制等方面入手,提出征地制度改革的基本思路。

With the expansion of suburban, i.e. urbanization there were many farmers who lost lands, which caused insecurity. At the same time, there were all kinds of disadvantages in the current land expropriation. The lecture has analyzed the current land expropriation system and offered a basic idea of the reformation of land expropriation by standardizing the right of land, constituting reasonable standard of expropriation compensation, setting up rural insurance system, and so on.
