摘要
公共健康已经成为发展中国家面临的一个突出问题。公共健康伦理是公共健康体制、公共健康政策和立法的基础,无论在国外还是国内伦理学领域,它都是一个新课题。文章旨在对公共健康伦理作一尝试性探讨。
Public health becomes a more and more crucial issue in developing countries. Public health ethics is the foundation for the systems, policies and regulations of public health. Whether at international or national level, public health ethics is a new topic in the ethical field. This paper discusses three issues: the concepts of health and public health: why does public health need ethical analysis: the ways to develop public health ethics in current China.
