近两年来,IP电话(VoIP)技术和业务在全球成为热点,国际上各种形式的IP电话业务不断涌现,对电信业务市场产生强烈冲击。从未来发展趋势看,电信网络的IP化也必然带来话音的IP化,IP电话将成为未来话音业务的主要提供方式,IP电话的到来和发展几乎不可阻挡。但IP电话也还存在着一些问题,如与传统电话相比功能不对等,运营商面临基础设施改造和激烈竞争,以及引发税收和监管问题等。中国的发展策略是顺应发展趋势,尽快解决技术问题,实行确保实现利益和责任均衡的管制。

In the past two years, VoIP technologies and service had become hotspots around the world. All sorts of IP phone constantly emerges that impacts telecommunication service market. According to the development trend, IP phone will become main mode of future voice service which is inevitable. IP phone mismatches the function of traditional phone, brings infrastructure rebuilding and fierce competition, and arouses revenue and regulatory issues. China's strategy is to follow the trend, settle the technical problems, and ensure the balance between interest and responsiblility.
