摘要
干部绩效是指干部在工作过程中所取得或形成的客观结果和能力的体现。管理学基本原理表明,干部的工作绩效取决于干部的能力和激励水平既积极性的高低。绩效考评是以一定的量或度为标准对客观结果和能力进行综合系统的分析考核评价。本文以建立党政干部工作绩效考核评价指标体系为目标,以科学化、制度化、规范化为方向,以德、能、勤、绩、廉和群众公认为基本内容,从理论与实践上对党政干部工作绩效考评与激励进行深入研究,对建立和完善科学、规范、合理的党政干部工作绩效考核评价指标体系进行探索。从而实现对干部绩效考评在理论与实践上的指导。
The work achievement made by the officials refers to the objective results of the work they do and the abilities they demonstrate in the process of accomplishing it. The basic principles of the science of management show that their achievements depend on their ability and the level at which they are stimulated. The assessment and evaluation of achievements is a comprehensive and systematic analysis and evaluation of the objective results and ability measured in amount and degree by a certain norm. The present paper aims to establish such a kind of norm for the assessment and evaluation of the work achievements made by the Party and government officials, based on the orientation of scientification, institutionalization and standardization and the contents of morality, ability, diligence, achievements, integrity and the opinions from the people. Deep-level studies should be conducted theoretically and realistically of how to evaluate and stimulate the work achievements made by the Party and government officials, and of how to accomplish a scientific, normal and reasonable target system for the assessment of their work achievements so as to provide a theoretical and practical guide for the assessment of such achievements.
