On Compulsory Education after Reform on Tax and Charge in Rural Jilin Province

吉林省农村税费改革后,义务教育投入明显不足。其原因是国家对农村义务教育重视不够,中央投入不足,加上农民收入水平低下等因素影响。要解决此问题,必须规范中央转移支付制度,加大省级、县级的对农村义务教育的投入力度,同时,积极动员社会力量,运用市场方式多方筹措办学经费。

Since the rural tax and charge reform in Jilin province, the funds for compulsory education is deficient obviously. The reason is the government overlook the rural compulsory education and the peasants' income is very low. To solve this problem , we must normalize the central shift payment system, increase the funds for rural compulsory education. At the same time,we should seek the financial support from society for education.
