宁夏人力资源与区域可持续发展初步研究

摘要 人力资源是区域可持续发展的重要推动力。文章主要采用五次人口普查资料,详细阐述了宁夏人力资源开发与发展现状。研究结果指出,宁夏人力资源开发与发展存在的主要问题有①人口过快增长与人均GDP低下相矛盾。②人力资源发展的空间分布差异显著。③人口质量显著改变,但人口文化结构依然落后。④人口产业结构不尽合理。为了促进区域可持续发展,重点提出了若干对策建议,包括①注重人力资源资本化,提高人力资本投资收益率。②调整产业结构,有效转移劳动力。③继续加强区域经济建设,积极推进工业化和城镇化进程。 Human resources is important impetus of regional sustainable development. It was detailed to expatiate current situation of human resources based on lustrum data. The results are following: ①There are contradict between population increasing quickly and low person average GDP. ②Population urbanization is increased, but special construction of population is unreasonable.③The population quantity is obviously changeable, but population culture construction is behind still.④Industrial structure of population is single and unreasonable. In order to promote regional sustainable development, several main ways to resolve problems of human resources are pointed out: ①to pay attention to capitalization of human resources and improve rate of investment.②to adjust the industrial structure and transfer the labor force effectively.③to build regional economy steadily and push on industrialization and urbanization.
