对农民直接补贴的思考——以河南省为例

Some Perspectives on Direct Subsidy to Farmers——Taking Henan Province as Example

阐述了当前在部分粮食主产区对农民直接补贴改革试点的必要性,提出制定直接补贴政策必须遵循合理补贴、简便易行、适度渐增、制度效率等原则。认为当前直接补贴农民的同时,应注重与之相配套的改革和措施的落实,进一步使农业增产增效,农民减负增收。

The necessity of practising experimentation of direct subsidy to farmers in the main foodstuff production area was expounded. It advanced that the direct subsidy should keep to proper,brief,moderate and efficiency and deemed that some compound measures should be take to benefit the agriculture,country and farmers as well.
