Practice criterion picked up and developed by Deng Xiaoping is closely related with the progress and form of the general guideline of reform and opening up to the outside world. First, practice criterion as authority has offered the ideological weapon for formulation of the general policy of reform and opening-up; Second, further clarification of productivity criterion provides theories for smooth development of reform and opening-up; Lastly, “three favorables” standard has offered the scientific guide for sound development of reform and opening-up.
