The History and Situation of the Legal Protection on Chinese Grassland Environment

中国的草原环境的保护,经历了依靠朴素的生态意识和习俗保护的过程,随着文明的发展出现了法律保护。新中国成立以后,颁布了第一部草原法,立法宗旨虽然是保护草原,但侧重于保护作为草原畜牧业生产资料的草原资源。2002年12月通过的新草原法,深化了保护草原生态的内涵,充实了许多法律规范,但还需要在实施中不断改进和完善。

The protection of Chinese grassland ecological environment has gone through the process of plain environmental awareness and custom, and along with the development of civilizations there appeared the legal protection. After New China founded, the first Grassland Law was promulgated. The purpose of legislation is on the protection of grasslands, but focused on the grassland resources which serves as the means of production of grassland animal husbandry. The New Grassland Law adopted in December 2002 both deepened the connotation of the grassland ecological environment and and enriched the legal norms, nevertheless it still needs improvements and perfection during its implementation.
