教育部"人才培养模式改革和开放教育试点"项目旨在以改革精神,建构现代远程条件下开放教育的教学模式和与之相适应的管理模式。基于教学模式的理论研究,结合开放教育在内蒙古地区的实践,提出了开放教育教学模式的指导性框架。这个框架突出了现代远程教育和电大教育的特点和要求,以实事求是、注重发展、人文关怀、科学可行为自己的追求,为试点项目的深入,提供了指导。

With the reform spirits, constructing the instructional model and management one correlating with it in modern distinct learning is the purpose of Education Department's making reform in the talent cultivation model and experiment in open education. Combing the theory research in instructional model with the practice in open education in Inner Mongolia, a guideline frame relating to the open educational and instructional model is puted forwards, it is in order to providing guide for deepened the experiment project that in which not only stressed the feature and requirement of modern distinct learning and TV education but also seeking for practice and real, development, human concern and scientific feasibility.
