加入WTO后黑龙江省科技发展对策研究——关于加快黑龙江省专利发展的对策建议

Countermeasure studies of science and technology development in Heilongjiang Province after the antry of WTO --Countermeasures of patent development in Heilongjiang Province

阐述了加入WTO后黑龙江省科技和经济发展的重大机遇与挑战,分析了专利发展的有利条件和不利因素,针对黑龙江省传统产业发展相对滞后,创新能力不强等问题,提出了尽快与世贸规则接轨,加快实施专利战略,提升黑龙江省创新能力的竞争力,推动老工业基地的振兴,带动传统产业加速向新型工业化转变。给出了促进全省经济快速发展的对策与措施。

The article povnts out that after joining WTO there appears, some opportunities and challenges in developing Heilongjiang Province' s science, technology and economy; analyzs advantageous conditions and disadvantageous elements in carrying out patent development; proposes tying-in with WTO' s regulations faster and accelerative carrying out patent strategy, for countermeasure and measure of the problems of developing about Heilongjiang Province tradition industry being later and problems of being not strong about blazing new trails; and raising competing ability of blazing new trail in Heilongjiang Province, pushing forward vigorously developing of old industry bases, driving traditional industry to change into new industry quickly, accelerating the development of all of our province in economy at high-speed.
